Agent WEX installs a local reliability node beside the agent runtime. It passively reduces eligible completed public-tool outcomes to privacy-minimized signed receipts, checks whether an exact path is working before another retry, and can return a supported route through the runtime's own policy gate.

The localhost node is the privacy and reliability boundary; OpenTelemetry is its portable carrier. It receives completed-tool telemetry, drops prompts, arguments, results, credentials, source code, proprietary methods, customer content, private URLs, exception text, and raw trace IDs locally, then signs only the bounded compatibility outcome. A route fingerprint recognizes equivalent public configurations without revealing how the route works. Evidence travels. Authority does not.
